ClearPoint International provides consulting services that help importers save money through duty savings strategies and improved operational efficiency. Our team represents importers before U.S. Customs and assists in responding to government inquiries. We identify U.S. trade programs to reduce or eliminate customs duty costs. We address issues such as tariff classification, merchandise valuation, country-of-origin markings, and supply chain management.

Starting October 1, 2001, all new importer evaluations will use the Focus Assessment (FA) method, replacing the Compliance Assessment (CA) method. The FA will conduct upfront checks of a company's Customs internal controls with traditional audits, assessing both their existence and effectiveness. It will only perform detailed transaction testing in high-risk areas with weak controls. Customs believes a company's internal controls begin with management commitment, which includes clear policies, procedures, and a system to monitor compliance effectiveness.

Well-documented procedures improve customs compliance and speed up assessments. Importers should create a Customs Compliance Process Manual that connects procedures across departments and includes existing compliance guides and policies. Customs compliance staff should conduct quarterly reviews and audits of all related areas. Monthly meetings should be held as needed to address industry issues and assess the importer’s customs processes.
